Ministry of Water and Irrigation Completes Ain Al Basha Water Project in Balqa Governorate with Support from the U.S. Embassy in Amman through a JD 9.5 Million Grant

On behalf of the Minister of Water and Irrigation, Engineer Raed Abu Al-Saud, the Secretary General of the Ministry of Water and Irrigation, Dr. Jihad Al-Mahameed, announced— in the presence of the Eng. Mohammad Al-Kharabsheh, Chief Executive Officer of Miyahuna Water Company and  Director of PMU, Engineer Sultan Al-Mashaqbeh—through the Water Authority of Jordan and in cooperation with the U.S. Embassy in Amman, the completion of the Ain Al Basha Water System Project. The project represents a significant achievement in efforts to reduce water losses and enhance the reliability of water supply in one of the most densely populated areas of Balqa Governorate.
The project was implemented with a total investment of JD 11.2 million, including JD 9.5 million provided by the U.S. Embassy in Amman and JD 1.7 million as a self-contribution from the Water Authority of Jordan. This reflects the depth of the strategic and long-standing partnership between the two countries in addressing one of Jordan’s most critical challenges—water scarcity.
Dr. Al-Mahameed explained that the project was designed to address challenges resulting from aging infrastructure and frequent pipe bursts caused by high pressure, which had led to high water losses reaching approximately 77%. These issues negatively affected Miyahuna’s ability to provide regular and reliable water services to residents of the area.
The Secretary General expressed appreciation for the support and funding provided by the U.S. Embassy in Amman through the Non-Revenue Water Reduction Program. Rehabilitation works were implemented to address these challenges in several areas of Ain Al Basha. Project activities included restructuring and rehabilitating water networks in selected areas, installing 853 smart ultrasonic water meters equipped with Advanced Metering Infrastructure (AMI) to improve measurement accuracy and monitoring, and constructing a new 1,000 cubic meter water reservoir at the highest point in the area. This enabled gravity-fed water supply instead of pumping, contributing to improved operational efficiency and sustainability of supply.
The project also focused on restructuring, rehabilitating, and isolating priority zones, in addition to introducing a Supervisory Control and Data Acquisition (SCADA) system to enhance monitoring, control capabilities, and operational performance. Project results have already begun to materialize, with annual water savings estimated at 767,000 cubic meters, directly benefiting approximately 115,000 residents of Ain Al Basha. The project has also led to reduced operational expenses and energy costs estimated at around USD 3 million (JD 2.1 million) annually, as well as a 23% reduction in response time to faults and pipe-burst complaints, enabling households to rely on a more regular and stable water supply schedule.
Dr. Al-Mahameed, representing the Minister of Water and Irrigation, praised the efforts and support provided by the U.S. Embassy in Amman, which contributed to the project’s completion. He noted that the project goes beyond being a local achievement to serve as a successful model for leveraging data-driven planning, modern technology, and community partnership to improve water resources management and support Jordan’s National Water Strategy.
