Establishment of
Private Sector Role in Irrigation Management
Background:
The involvement of the
private sector in functions that for many years have been considered part
of the public sector, usually with subsidies from the government revenues,
is a recent and increasingly common phenomenon. The specific objective of
the program includes increasing the efficiency of enterprises,
consolidating public finances, and attracting private investment into the
economy and deepening the financial markets.
Objectives:
The main objective of the project is to make a definitive assessment of
the potential for more involvement by the private sector in performing
some of water distribution and extension tasks heretofore performed by
Jordan Valley (JVA).
Project Area:
Delineation of the area to be covered by the project derives from an
identification of the project activities. Assuming that the latter will
be limited to maintenance of the water distribution systems, the project
area will consist of the valley segment from the Yarmouk River to the
Southern Ghor where such system exists.
Project Components:
In order to assess the feasibility of private sector involvement it will
be necessary:
1. To define and quantify the extent of the
distribution systems
2. To develop a description of
the type and quantity of work to be done in the foreseeable future
3. To survey the private sector
to identify potential private companies with the capability to perform the
work
4. To clarify the legal regime
that defines the options available for private sector involvement in
maintain or operating public infrastructure
Cost Estimate:
The total cost of this project is estimated to be around JD122, 000 The
Financing for this project is foreseen mainly from external sources.
