Introduction
The Government of the Hashemite Kingdom
of Jordan (GOJ), represented by the Ministry of Water
and Irrigation (MWI), is seeking expressions of
commercial inter (EOI) for the development of the
Disi-Mudawarra to Amman Water Conveyance System on a
build-operate-transfer (BOT) basis (the Project). The
Project includes, inter alia, the raising of water from
an aquifer in the Disi-Mudawarra area in the south of
Jordan and the conveyance of the water to the greater
Amman area, a distance of approximately 325 kilometres.
The conveyance system shall have a capacity of
transporting 100 million m3 water per year.
As the provision of a reliable water
supply is of fundamental importance for the development
of Jordan, the Project is of high priority and has the
full attention and support of GOJ.
MWI has decided to involve the private
sector in the implementation of the Project on a BOT
basis. The aim of seeking EOIs is to investigate the
interest of the private sector to finance, design,
build, operate and transfer the Project as a private
project
Selection
Procedure
After having received EOIs from
interested investment entities, companies or consortia,
MWI will issue an invitation to participate in a
prequalification proceeding to a selected number of the
investment entities, companies or consortia having
submitted EOIs. MWI’s intention by the end of the
prequalification proceeding is to prequalify a limited
number of eligible bidders which will be invited to
participate in the technical and financial bidding for
the Project.
Financial
Viability and Experience
In order to prove their knowledge and
professional expertise as well as their financial
standing and reliability interested investment entities,
companies or consortia shall include in their EOI
statements concerning the following:
(a)
revenues earned during the last three
financial years as far as they concern works which are
comparable to the works planned, including the part
earned through orders executed jointly with other
companies;
(b)
proof that references concerning one of
the following:
(i)financing
of construction projects concerning infrastructure or
other complex new structures;
(ii)involvement
in BOT projects. If BOT projects have been carried out
jointly with other companies, the part carried out by
the applicant shall be described.
The selection of investment entities,
companies or consortia for the prequalification
proceedings will be made by the assigned committee in
its own discretion on the basis of the information
supplied.
Conditions of the
EOI
The EOI is open to investment entities,
companies or consortia.
The EOI must be submitted not later than
12:00 noon Jordan local time on Tuesday being 28/03/2006

Submitted documents will not be sent
back.
The participants will bear their own
costs incurred in relation to the EOI.
