JVA Strategic Plan 2003-2008

The 2003 – 2008 Strategic Plan
The Strategic Plan builds on JVA's achievements from the
last thirty years in the integrated socioeconomic
development of the Valley and on its pivotal role in
developing and managing the Jordan Valley's water
resources. As JVA's operating environment changed, JVA
embarked on an effort to develop a strategic plan, with
support from USAID, in order to embrace these changes
and challenges and chart a new course for its future.
This Strategic Plan is fundamentally there to serve
public interest and allow JVA to provide quality
services to citizens, and improve water use efficiency
to cope with the scarcity of water in the Kingdom.

Specifically, the Strategic Plan aims to transform JVA
into an organization that operates on commercial bases,
as permitted by law, striving for cost recovery and high
efficiency, amongst other goals.
It also defines JVA’s role in Jordan’s water sector
context - a water utility to manage the country's dams
and the Valley's water resources and irrigation systems.
JVA manages significant land assets in the Valley that
will be utilized for the benefit of JVA, Valley
residents and Jordan as a whole.
The Strategic Plan places strong emphasis on improving
the quality of service to customers - namely farmers.
This is to be achieved through improvements in
operational efficiency, enhanced dialogue with farmers
and involvement of farmers in the actual operation of
the networks.
JVA’s new philosophy for the future is reflected in its
Vision, Mission and Goals.
JVA’s new Vision
We aim to be a prominent institution for developing the
Jordan Valley and providing quality services to its
residents and investors, and to be an example of high
efficiency among public sector institutions in Jordan.
The New Mission
The Jordan Valley Authority develops, manages, and
protects water and land resources and their supporting
infrastructure in the Jordan Valley in an
environmentally and economically sound manner, in the
Jordanian national interest, through creating
partnerships with the private sector where appropriate.
JVA will also implement projects stemming from regional
agreements on water and development on behalf of the
Jordanian government.

The Four Goals
Goal One
Water Resource Development and Management
Meet the needs of current and future water users by
managing, developing, protecting and sustaining both
existing and new water resources, and to do this in a
way which takes into account both economic and
environmental considerations, and involves the private
sector where appropriate.
Goal Two
Water Supply and Distribution
Ensure that JVA's existing water delivery and
distribution infrastructure, systems and facilities are
managed in an efficient, transparent and equitable
manner, and involve the private sector where
appropriate.
Goal Three
Land Development and Management
Develop, manage, regulate and protect land and related
resources in the Jordan Valley in order to maximize
their economic usefulness while taking into account
environmental considerations, and involve the private
sector where appropriate.
Goal Four
Organizational Performance Improvement and
Development
Develop and reorganize JVA to enable it to better
achieve its new mission and improve its performance and
effectiveness in providing quality service to its
stakeholders.
The Internal Competitiveness Program (ICP)
The JVA Strategic Plan identified the need for
development of Organizational Performance Improvement &
Development. Additionally, it identified need for
specific improvements in Irrigation Water Supply and
Distribution activities.
Detailed work and analysis of the asset and performance
status of JVA Irrigation Water Supply & Distribution
management and operations was carried out. From this,
with support from USAID, a four-year ‘Internal
Competitiveness Program (ICP)’ was designed to meet
these Goals. Implementation of this Program will start
in mid 2004.
Key Objectives of the ICP
The ICP will:
· Improve services to the Customers, with improved
scheduling and supply to Farmers
· Improve Management & Operational Performance
· Improve Financial Performance
The Program
The ICP approach is based on current water utility ‘best
practice’ experience in USA, Egypt and elsewhere. It
follows a four-phase approach to business and
operational performance improvement:
· Baseline Assessment
· Comparison to ‘Best-in Class’
· Practical Improvement Plans
· Implementation of Actions to Enhance Productivity, in
a comprehensive Program.
The ICP Approach
The ICP is a comprehensive Program that will be applied
across all aspects of the Management and Operation of
the Irrigation Water Supply and Distribution activities
of the JVA. The program will be designed & implemented
by the management and staff of the JVA, drawing on
specialist advisory support as required.
The Program is being carried out against a series of
defined and measurable deliverables, all related to the
proposed improvements in performance of the JVA.
Some of the key deliverables include:
· Customer service measures, including improved
scheduling of supply
· Defined improvements in the use of existing water
supplies and delivery to customers, including measured
reduction in Unaccounted For Water.
· Financial and commercial measures, including improved
collection rates
· Improvements in Organizational and Human Resources
arrangements to meet the changing needs of the JVA
